The U.S. Department of Defense launched the ADL initiative in November 1997. ADL is intended to accelerate large-scale development of dynamic and cost-effective learning environments and to stimulate a vigorous market for these products.

ADL is establishing a common technical framework for Computer- and Web-based learning based on global standards for interoperability, durability, and re-use.

The SCORM model is being adopted in the U.S. and many external agencies and organizations, such as NATO.

More than 125 SCORM products have been developed in 25 countries. The lecture describes the progress that has been made, the impact on U.S. training, the adoption byNATO, and plans for the future.
